Bachelors’ degree in relevant Engineering discipline from a recognized institution / university.

Project management certification such as PMP is preferred.

15 years’ relevant work experience in project management and execution management in the oil and gas industry (onshore/ offshore projects). Past Dolphin Energy plant experience is preferred.

Identify the resources required to successfully achieve the project objectives within area of responsibility.

Receive assignments from Senior Manager – Project Development; discuss and agree parameters and technical details; establish timelines and schedules and implement the project according to the company procedures.

Provide expert guidance and support selection of cost-effective engineering solutions for the assigned projects while complying with the applicable safety and quality standards.

Manage timely and effective execution of projects/ plant modification works as per the approved scope of works. Ensure the works are carried out in accordance with project specifications, relevant policies and procedures, method statements and project timeline.

Monitor and guide contractors to ensure project execution and target delivery dates are achieved as per the contract agreement.

Interface and closely coordinate with the awarded contractors and subcontractors to monitor effective progress.

Establish specifications, standards, and procedures for executing the desired project particularly with respect to planning, scheduling and cost controlling in liaison with the Project Support team and secure agreement from higher levels of supervision to proceed with implementation.

Guide the project team in the best corrective actions for the raised areas of concerns resulted from day-to-day Project activities, technical and quality aspects.

Lead the preparation and implementation of detailed plans for assigned projects in order to achieve the company agreed objectives. Define milestones, major activities, relationships between activities, and maintain budget estimates to achieve target dates as agreed with consultants.

Monitor the execution of Contracts by the Contractors and ensures that they are completed on time, within budget and according to the defined quality requirements, while proactively reporting any non-conformances to Senior Manager – Project Development.

Review and recommend the development of cost estimates and schedules for Management endorsement in liaison with the costing team. Monitor the implementation of the total budget, schedule and quality at various stages of the project execution to ensure adherence to the overall approved plan.

Participate in the technical evaluation of Engineering/ Procurements/ Construction tenders with respect to compliance schedules and quality requirements to ensure evaluation is consistent and timely.

Establish organization for the project, including manpower utilization and mobilization of project team, and Third-Party services.

Work in close collaboration with other Dolphin Energy QATAR departments as necessary to ensure effective project management and handover in accordance to the project execution procedures.

Liaise with design teams, suppliers, subcontractors, installation personnel and commissioning teams to ensure that projects are delivered within schedule and within budget. Ensure engineering design procurement and construction activities are undertaken in accordance with contractual requirements and specifications.

Monitor Project Procurement activities to ensure Project’s major materials are delivered as per the overall project execution plan.

Perform site inspections on regular basis to follow-up on work progress ensuring that work progress is carried out as per approved work schedule, while guaranteeing that the timelines of the project meet the target dates and that appropriate resources are allocated as per the contractual agreement. Identify any bottlenecks and recommends corrective and preventive actions to ensure smooth timely completion of each project at optimum cost.

Conduct regular weekly, monthly meetings with contractors in liaison with the Lead Commissioning and Construction Engineer to ensure that the work plan is achieved in accordance with the approved schedule and agreement. Ensure effective management of contractor’s activities in accord with defined contractual agreements and Dolphin Energy’s quality and HSE&S standards.

Review and analyse change requests, variations, and claims and endorses recommendations to Management for settling of variations/claims.
